Since the wave for national rule and independence from the colonial powers during the 1960's Africa's struggle for democratic rule has often been frustrated by an uneasy relationship between civil society and the military. This relationship has brought about grave human right abuses and lack of respect for the democratic values enshrined in constitutional rule. The end result was political instability and a retarded process of political development.
