It has traditionally been common practice to abandon a development project whose performance falls below a certain level of expectation. More recently, however, there has been growing concern that abandoning a project wastes an existing asset, which could instead be rehabilitated. Project Rehabilitation in Developing Countries works from the assumption that once failure is diagnosed, the rehabilitation policy should be drawn from two broad categories: internal structure and operation of the project; and external factors which influence performance. Project failure often results from inadequacies in both categories. The contributors to this study, all experienced in development project planning and management, examine four key themes. They address the cause of project failure, drawing examples from a wide range of countries. They examine alternative procedures and techniques for use in selected projects, and provide detailed case studies which demonstrate rehabilitation and recovery programs. Finally, the management and institutional aspects of project rehabilitation are assessed.
