    • Universal Health Coverage in China

      A Health Economic Perspective

This study examines Universal Health Care (UHC) in China from a health economic perspective. The first chapter provides historical context, analyzes UHC's relevance, and discusses the current health insurance landscape, proposing a new holistic health insurance theory that incorporates preventive medicine. The second chapter outlines the "Definition and concept" through three dimensions: the height dimension addresses the proportion of costs covered; the depth dimension focuses on the benefits included, emphasizing the economic impact of non-communicable diseases; and the breadth dimension explores who is insured. The third chapter reveals a high but declining rate of out-of-pocket payments and catastrophic health expenses, highlighting issues with the ability to pay principle and the lack of separation between health service payments and consumption. It also identifies problems related to the roles of ministries, financing, and the benefit package, indicating that reforms are essential for adequate health care access. Additionally, it shows that migrant workers face greater health risks, limited access to care, and poorer health status. The de facto coverage rates for the population, including migrants, were 81.19% in 2011 and 82.16% in 2020, falling short of the Chinese Communist Party's goals of 90% and nearly 100%, respectively. The study concludes with a summary, discussion of boundaries, and an outlook for the future.
