OECD Report on Public Communication the Global Context and the Way Forward
    • The first OECD Report on Public Communication: The Global Context and the Way Forward examines the public communication structures, mandates and practices of centres of governments and ministries of health from 46 countries, based on the 2020 Understanding Public Communication surveys. It analyses how this important government function contributes to better policies and services, greater citizen trust, and, ultimately, stronger democracies in an increasingly complex information environment. It looks at the role public communication can play in responding to the challenges posed by the spread of mis- and disinformation and in building more resilient media and information ecosystems. It also makes the case for a more strategic use of communication by governments, both to pursue policy objectives and promote more open governments, by providing an extensive mapping of trends, gaps and lessons learned. Finally, it highlights pioneering efforts to move towards the professionalisation of the government communication function and identifies areas for further research to support this transition

    • The OECD review of Gender Equality in Peru: Towards a Better Sharing of Paid and Unpaid Work is the second of a series focusing on Latin American and the Caribbean countries. It compares gender gaps in labour and educational outcomes in Peru with other countries. Particular attention is put on the uneven distribution of unpaid work, and the extra burden this places on women. It investigates how policies and programmes in Peru can make this distribution more equitable. The first part of the report reviews the evidence on gender gaps and on what causes these, including the role played by attitudes. The second part develops a comprehensive framework to address these challenges, presenting a broad range of options to reduce the unpaid work burden falling on women, and to increase women's labour income. The final part discusses the impact of the COVID-19 crisis and considers how the policy priorities of the government will have to change to address these. An earlier review in the same series has looked at gender equality policies in Chile (2021).

    • The 2020 edition of Health at a Glance: Europe focuses on the impact of the COVID-19 crisis. Chapter 1 provides an initial assessment of the resilience of European health systems to the COVID-19 pandemic and their ability to contain and respond to the worst pandemic in the past century. Chapter 2 reviews the huge health and welfare burden of air pollution as another major public health issue in European countries, and highlights the need for sustained efforts to reduce air pollution to mitigate its impact on health and mortality. The five other chapters provide an overview of key indicators of health and health systems across the 27 EU member states, 5 EU candidate countries, 3 European Free Trade Association countries and the United Kingdom. Health at a Glance: Europe is the first step in the State of Health in the EU cycle.

    • For the first time, the OECD Future of Education and Skills 2030 project conducted comprehensive curriculum analyses through the co-creation of new knowledge with a wide range of stakeholders including policy makers, academic experts, school leaders, teachers, NGOs, other social partners and, most importantly, students. This report is one of six presenting the first-ever comparative analyses on curriculum, summarising existing literature, listing challenges and strategies countries reported, and suggesting lessons learned from unintended consequences countries experienced with their curriculum reforms. Major trends in curriculum innovations towards a "21st century curriculum" have emerged as four digital curriculum, personalised curriculum, cross-curricular competencies and content-based curriculum, and flexible curriculum. While these innovations hold the promise to enhance student learning and well-being, and to make learning more relevant for their social and future life, countries and schools also face the complex realities of equity gaps among students. This report takes a pragmatic look at equality, equity and inclusion in curriculum. It examines how curriculum can be adapted to meet specific needs of diverse learners, particularly vulnerable students. It also features a range of strategies which countries use to design curriculum, so that no student will be left behind.

After initial success in fighting the COVID-19 pandemic and a strong economic rebound, Turkey faces a resurgence of cases which puts pressure on the country's health system, public resources, social cohesion and macroeconomic sustainability. Public finances offer room for government support to the households and businesses most in need, but this should be provided under a more transparent and predictable fiscal, quasi-fiscal, monetary and financial policy framework. In the early phases of the pandemic, shortcomings in the macroeconomic framework weighed on market confidence, creating tensions in risk premia, capital movements and exchange rates, which complicated macroeconomic policy responses to the crisis. New demands and opportunities also arose for structural change in the business sector. Product, labour and capital market reforms, bundled with a comprehensive upgrading of vocational education, would accelerate the much needed formalisation of business activities, the re-balancing of firm balance sheets with external equity capital, and a broad-based digital modernisation. A stronger, more sustainable and more inclusive post-COVID growth trajectory would then be within reach. SPECIAL FEATURE: UNLEASHING THE FULL POTENTIAL OF THE BUSINESS SECTOR

    • Agriculture, with its growing contribution to global greenhouse gas emissions and opportunities to mitigate emissions, can help close the gap between existing global mitigation efforts and those that are needed to keep global warming to between 1.5 °C and 2 °C by the end of the century. Global scale and farm scale analyses are used to evaluate both the effectiveness of different policy options to reduce agricultural emissions, and the impact on competitiveness, farm income, food security, and government finances. In order to contribute to global mitigation efforts, countries will need to design agricultural policy measures that can navigate these trade-offs within the context of their national policy priorities and objectives. As most countries have not yet implemented policies to reduce emissions from agriculture, the analyses provided here come at an opportune time to inform this policy development.
