This thesis investigates the effectiveness of counterterrorism aid programs since 9/11, addressing assumptions made without empirical support. It tests three hypotheses using statistical regression, revealing a strong link between the recipient state's capabilities and the success of such aid, contributing to the ongoing academic discussion.
