The 2004 International Symposium on Computational and Information Sciences (CIS 2004) aimed to unite researchers in computational and information sciences to exchange innovative ideas and explore new frontiers. After discussions with Dr. Ji-Huan He, it was decided that Donghua University would host the event. CIS 2004 distinguished itself by emphasizing participation over publication; submitted papers were reviewed with the understanding that at least one author would attend and present. This approach reflects the belief that attending conferences is vital for academic careers, fostering networks that benefit long-term scholarly pursuits. Efforts were made to support graduate students, including reduced registration fees and awards for the Best Student Papers, which included cash prizes and waived registration fees for winners.
