Around the world, both developed and developing economies are grappling with the persistent challenges of the informal economy. Current policy advice from development economists tends to be generic and lacks consideration of country-specific factors. This research presents a framework aimed at enhancing the relevance of government policies concerning the informal economy. It argues that the informal economy should not be viewed merely as a nuisance or a social safety net, but rather as a significant indicator of inadequate economic policy. A comprehensive economic growth strategy must treat the informal economy on par with the formal economy. The study targets policy developers, agencies, and practitioners, proposing a range of policy levers that are empirically tested across various nations. It emphasizes that the informal economy is complex and cannot be effectively addressed through simplistic measures like tax enforcement or regulatory simplification. Instead, the choice of policy levers should be tailored to specific economic, sociological, and administrative contexts. This thesis serves as a valuable resource for policy advisers and development agencies, enabling them to refine their economic policies to foster growth and facilitate the transition from informal to formal sectors.
