Assessment of production systems based on problem identification, farmers’ priorities for solving those problems, profitability and efficiency revealed that delivery of support services and enabling policies are necessary to enhance production systems and thus hasten dairy development. The milk production is the key out put of dairy farming. The production of milk is fluctuated by both endogenous (e. g. production environments, provision of support services, policy) and exogenous (e. g. usual flood, extremities of monsoon). The demand growth for milk is reasonably high while the production growth can not cope with it. This is particularly important for designing research and development for enhancing milk production. The farmers’ participation in this process allows a deeper understanding on their key problems, needs and priority for improving dairy production which is a key strength in development strategy. The public bodies are still the key player in developing the market infrastructure to facilitate the dairy production while the cooperatives are perceived as the most desired organization from the development perspectives in extensive and traditional production systems.
