This book explores the implementation of the European renewable energy directives 2001/77/EC and 2009/28/EC in Poland, analyzing the adoption process in Brussels and its subsequent execution in Poland. It highlights the reasons behind the delayed or lacking implementation of these directives in member countries. A significant factor is the discrepancy between the interests of actors in European policy-making and those at the national level, which affects the speed and effectiveness of implementation. To understand this gap, the book examines the interests and influence of stakeholders at both levels. While renewable energy associations and environmental NGOs maintain strong relations with the European Commission and Parliament, the conventional energy industry in Poland exerts considerable influence over policy-making. This dynamic complicates the realization of ambitious renewable energy and climate goals set in Brussels. The book also discusses the debate surrounding the renewable energy act, which aims to finalize the implementation of directive 2009/28/EC in Poland. A close examination of various law drafts reveals that the institutional framework significantly shapes which actors can influence policy content, often sidelining other stakeholders. Consequently, understanding the channels of influence is crucial for predicting negotiation outcomes at both European and national levels.
