This research started out from the broader intention to understand the governance and regulation of energy infrastructure. As in the context of common-pool resources, infrastructure research and the public discourses related to it have long been dichotomized along the lines of public versus private governance. This has not been different in the case of electricity governance in India (Birner et al. 2007). The objective of my thesis is to understand and explain electricity governance with a problem-oriented focus on infrastructure governance at the micro-analytical level. Only in the context of locating a purpose for infrastructure and resulting interaction patterns do the existing governance modes become explainable. Providing electric power for irrigation to provide food is one of the predominant purposes of the electricity infrastructure in India. A major portion of this thesis thus focuses on the empirical case to derive the purposes of related policies and the political and micro-economic action situations they are embedded in.
