This publication includes the Proceedings of the PLE Conference 2013, an established annual international event that serves as a reference for the current state of research and development in Personal Learning Environments (PLE). The conference provides a platform for researchers and practitioners to share concepts, case studies, and research on the design, development, and implementation of PLEs across various educational contexts, both formal and informal. The 4th PLE Conference in 2013 was held at Beuth University of Applied Sciences in Berlin, Germany, alongside a parallel event at Monash University in Melbourne, Australia. With 75 submissions, the conference welcomed nearly 100 delegates from Europe, Asia, Australasia, North and South America, and Africa. The included papers offer valuable theoretical and empirical insights into PLEs, which are rooted in Technology-Enhanced Learning (TEL) principles of learner autonomy, ownership, and empowerment. PLEs represent integrated, individual learning environments that encompass specific technologies, methods, tools, content, communities, and services, forming complex infrastructures that enhance educational practices. This approach marks a shift from traditional models of technology-enhanced learning focused on knowledge transfer to one centered on knowledge construction and sharing.
