They must develop procedures and tools to integrate mobile online communication as an essential channel for information exchange during emergencies. The iSAR+ project focused on creating guidelines that empower citizens to actively participate in crisis response efforts using mobile and online technologies. These guidelines facilitate the bi-directional sharing and retrieval of vital information for effective PPDR interventions, including search and rescue and medical assistance. The aim is to ensure a seamless integration of iSAR+ solutions into existing PPDR operational concepts, addressing technological, organizational, ethical, legal, and human factors. To validate its concepts, iSAR+ demonstrated a technological platform through interactive exercises, employing a spiral model of system design that allowed for successful iterations. The main findings and results of the iSAR+ project are compiled in this comprehensive work.
