This Ph. D. thesis, accepted by the University of Fribourg (Switzerland) with the topmost distinction of «summa cum laude», is divided into two parts. Part I, dedicated to agriculture, presents the problems at the commencement of five-year-plans (chapter I) and describes the various measures of policy and planning adopted by the government (chapter II). The third and principal chapter of Part I evaluates the performance of the agricultural sector, appraises critically the policies and planning and suggests a relevant strategy and appropriate measures for the future. Part II studies the actual set-up and working of agricultural credit cooperatives and makes proposals in order to render them effective dispensers of essential agricultural services.
