Focusing on the interplay between the EU and German student migration policy, this dissertation explores the conditions under which EU influence manifests in local legislation and institutions. It reviews existing literature on the EU's impact on Member States, specifically addressing Germany's response to this influence. The work proposes a framework for assessing the EU-Germany relationship and investigates 'venue-shopping' as a strategy within this context. Additionally, it highlights the distinction between Europeanization and venue shopping, justifying the choice of Europeanization as the theoretical lens.
