The 4th International Conference on Applied Cryptography and Network Security (ACNS 2006) took place in Singapore from June 6-9, 2006, gathering academia and industry professionals involved in cryptography and security research. This volume (LNCS 3989) includes papers from the academic track. Since its inception in 2003, ACNS has consistently improved its program quality, with past conferences held in Kunming, Yellow Mountain, and New York. The acceptance rate has remained around 16%. Continued support from the global cryptography and security community is crucial for enhancing the conference's standing. ACNS 2006 received 218 submissions worldwide, with 33 selected for the academic track, alongside an industrial track featuring carefully chosen presentations. All submissions underwent expert review. We extend our gratitude to the Program Committee members and external reviewers for their contributions. The proceedings include revised versions of the accepted papers, although revisions were not verified, and authors are responsible for their content.
