Little does anyone suspect that the League's vigilance has already failed. The fanatical True Believers have escaped from the prison planet, Alcatraz, and are looking for a base. Isolated, technically primitive new Ochira looks ideal. Yet Cait's plight turns into a labour of love as she makes Ochirans' struggle her own. Together they show the invaders and then the whole galaxy, what kind of people the Ochirans are.
