Boyd Hakluyt, an urban planner and transportation expert, is called to Ciudad de Vados, one of the world's most modern cities and the capital of a fictional Central American republic known for being the "most thoroughly governed country in the world," where peace has reigned for two decades. This peace is now threatened as more rural inhabitants flock to the metropolis in search of work and shelter.
